I find very difficult to vote on relevance when there is no comment, when a shot is only in a "general" article and even the title is somewhat mysterious !

How is it possible to appreciate the relevance !
Is there some informations I didn't know how top find somewhere ?

You're right the title seems to be some kind of file name, including the word Barcelona.
I find it easier to vote with confidence, if the photographer has given the photo a short title or description.
That photo also appears to be compressed - blocks in the sky region.
The title is visibly a filename indicating the date and time the photo was taken (1:22:07 p.m. on September 13th, 2011). And from the name of the photographer's personal album (2011-09 Radreise Barcelona - Zuerich), it was taken during a bike trip from Barcelon a to Zurich.
So it is quite probable that the photowas taken in the Provence area... ;o)
