When voting we get two option quality and relevance. If for example I vote for relevance but not for quality and the picture is removed on quality issues do I still lose one point?? Even if the picture is extremely relevant?

If a photo is of poor technical quality, then just flag it up for removal. No need to vote on a photo which should be removed.
You can also vote down on quality if you think that the photo is of poor quality.
@Dan: you should vote down a photo with poor technical quality instead of flaging. Of course, if the photo have strong problems such as watermarks, over or underexposure, bad format, etc., then flag it.
Well, my point is exactly that: the photo is of a decent quality and I find it extremely relevant.
However I don't think I should vote for quality. Let's say quality is neutral but relevance is great. So I abstain myself and not vote because sooner or later it will be removed and lose points?
I am not making a big deal out of it. I understand the rules but would like to get the feeling of how the system works too.
Thanks
@John : in the current situation, if a photo is removed for quality issue, you will also loose points. However, this is still a beta and we might think of something to improve this.
So, what do you say?
It's better to vote down on a photo or flag it?
Sometimes, when I find a photo not really good but not too bad, I prefer to not vote for it.
But when I find a photo irrelevant for an article I prefer to flag it, not to vote down. I vote down only when a photo is of really bad quality, I don't know if it's the right way :-)
@Alessandra : if the photo is not irrelevant or doesn't have huge problems, it's better to vote down on it.
You should see votes as a way to curate the article. Vote up for your best photos, and vote down on photos you think are not good enough, but still need to be in the article for encyclopedic purpose.
