Which flag was used?
Doesn't look like the weather was all that grey to me, anyhow.
But, the photo is tilted and seems to be lacking vibrancy, too much brightness, lack of colour depth.
Could be easily fixed, though.

The photo seems to be technical sound. The photographer would like to show the mess on the railway, it shows. Maybe even better on a grey day compared to a sunny day
